Germany: Key Laws and Regulations from September 2025

September 2025 may not bring a flood of new laws in Germany, but several important changes will take effect this month. Some of these changes may directly affect you – from a higher minimum wage for apprentices, which is especially relevant for young people starting vocational training, to the nationwide rollout of the electronic health record system and the deadline for switching private health insurance provider. Here’s an overview of the laws and regulations entering into force in the new month:

New EU Cosmetics Regulation

From 1 September 2025, certain harmful chemicals – including TPO (Trimethylbenzoyl-diphenylphosphinoxid) – are banned in cosmetics under the new EU directive Omnibus Regulation VII. This means products such as nail gels, UV-cured nail polishes, sunscreens, skin-lightening creams and some hair dyes that may contain these substances can no longer be sold in Germany or anywhere in the EU.

The aim of the regulation is to protect consumers from chemicals classified as carcinogenic, mutagenic or toxic for reproduction (CMR). For many Africans in Germany, this is especially relevant because some imported cosmetics, including skin-lightening creams and hair products from outside Europe, may not meet EU safety standards.

More Control Over Your Digital Data

From 12 September, anyone using connected devices such as smart TVs, e-bikes, cars or refrigerators will have greater control over their personal data. Manufacturers must disclose what information is collected and how consumers can access it. The new EU Data Act applies across the EU and is designed to increase transparency in the digital economy.

Nationwide Emergency Test Day

At exactly 11 am on 11 September, all warning systems in Germany will be tested – sirens, radio announcements, apps and push notifications on smartphones. The nationwide “Warntag” (Warning Day) is meant to prepare the public for emergencies and identify weaknesses in alert systems. Residents are advised to check if their warning apps and devices are working.

Higher Minimum Pay for Apprenticeships

Young people beginning an apprenticeship in September 2025 are entitled to a higher minimum wage. Employers must now pay at least €682 gross per month, up by €33 from last year. This applies to all new training contracts signed in 2025.

Electronic Health Records

The transition period for the Electronic Patient Record (Elektronische Patientenakte or ePA) ends on 30 September 2025. From 1 October, every person with health insurance in Germany will automatically receive a digital health file from their insurer, unless they actively opt out.

The ePA is designed to bring all medical information together in one place. It can store X-rays, prescriptions, lab results, hospital discharge letters and other health documents. Patients can access their records using their electronic health card or a special app provided by their health insurer. Importantly, each person can decide which doctors, hospitals or pharmacies are allowed to view their data.

This change matters for everyone because it can:

  • Save time and reduce paperwork – no more carrying files or repeatedly explaining medical history to new doctors.
  • Improve patient safety – doctors have a complete picture of past treatments, reducing the risk of wrong medication or duplicate tests.
  • Strengthen patient control – individuals can always see who accessed their records and decide what to share.

The ePA could make navigating the healthcare system easier, especially for families, elderly people or those with chronic illnesses who often move between different doctors. However, it is also important to know your rights: if you do not want a digital file, you must inform your health insurer before 1 October.

Deadline to Cancel Private Health Insurance

Privately insured persons who wish to change their health insurance provider by 1 January 2026 must cancel their existing policy by 30 September 2025. A new insurance contract must already be in place before cancellation is accepted. Caution: the insurance year may differ from the calendar year, so policyholders should carefully check their contracts.

Local Elections in North Rhine-Westphalia

On 14 September, residents of North Rhine-Westphalia (NRW) will elect their municipal representatives. For Africans living in NRW with German citizenship or EU nationality, this is a chance to influence local decision-making. Remember: only those who vote can shape change.

Oktoberfest 2025

This year’s Oktoberfest in Munich takes place from 20 September to 5 October 2025. More than a beer festival, it is the world’s largest folk celebration, showcasing Bavarian traditions of music, parades and food. A one-litre beer (Maß) will cost between €14.50 and €15.80, about 3.5% more than last year. Oktoberfest is also a place of cultural exchange, where communities meet, share and take part in one of the country’s most famous traditions.

In September, school holidays end in several German states:

  • Berlin: 6 September

  • Brandenburg: 26 September

  • Baden-Württemberg: 13 September

  • Bavaria: 15 September
